If a PDF only has permission restrictions (e.g., no printing allowed) but no open password, you only need the owner password. If the PDF has both an open password and an owner password, enter both to fully unlock the document.
Warning
The unlocked PDF will have all password protection and permission restrictions removed. Anyone with the file will be able to open, print, copy, and edit it.
